Job Summary

The Gaza Rehabilitation Center (GRC) Project Manager will play a focal role in improving the lives of individuals in conflict-affected areas by providing essential rehabilitation services and promoting inclusivity and well-being. The candidate should be passionate about making a difference and possess the requisite skills and experience. The candidate is a highly qualified and experienced Manager who will lead the establishment and management of a groundbreaking rehabilitation facility in the Gaza strip with a focus on spinal cord and traumatic brain injuries. The Project Manager will be responsible for coordinating various aspects of the project, including facility development, resource mobilization, stakeholder engagement, and quality assurance. The ideal candidate will possess expertise in public health, social work, psychology, or related fields, with a strong background in physical rehabilitation, disability inclusion, and mental health care. The individual should demonstrate a track record of successfully managing similar projects and be adept at navigating complex humanitarian contexts adhering to rigorous standards and donor requirements.

 

Job Duties and Responsibilities

 

  • Vision, Mission and Strategy:
    • In line with the Munib & Angela Masri Foundation (MAF) values, vision, and strategic priorities, articulate MAF's vision and mission for the GRC facility.
    • Craft a concise and inspiring strategy that captures the center’s core values, purpose, and desired outcomes.
    • Ensure that the vision, mission, and strategy is communicated effectively into strategic and operational planning processes.
    • Communicate an impactful statement that conveys GRC’s commitment to its stakeholders and the broader Gaza community.
    • Engage stakeholders in the development of the vision, mission, and strategy development process to foster ownership and buy-in.

 

  • Project Planning and Implementation:
    • Conduct market analysis to assess the local context, identify needs, and analyze market dynamics to inform project planning and service delivery.
    • Develop and execute a detailed project plan, including financial projections, operational strategies, marketing plans, revenue model, funding sources, timelines, milestones, and deliverables.
    • Coordinate with internal and external stakeholders to ensure GRC objectives are met within budget and schedule constraints.
    • Monitor progress, identify potential risks, and implement corrective measures as needed to ensure project success.

 

  • Facility Development:
    • Collaborate with architects, engineers, and construction teams to design and construct the rehabilitation center facility.
    • Ensure the facility layout and infrastructure meet the needs of individuals with disabilities, including accessibility and safety standards.
    • Oversee the construction process and the procurement of equipment, furnishings, technology and supplies necessary for the operation of the center and maintain the budgets and timelines.
    • Consider future expansion and technological advancements.

 

  • Resource Mobilization:
    • Secure seed funding from MAF.
    • Identify potential donors and develop a comprehensive fundraising plan aligned with project goals and timelines.
    • Cultivate relationships with donors, sponsors, and funding agencies to secure both financial support and in-kind contributions.
    • Prepare grant proposals, funding applications, and sponsorship packages.

 

  • Stakeholder Engagement:
    • Build and maintain relationships with key stakeholders, including government agencies, healthcare providers, Gaza community organizations, specialists, educational institutions, medical equipment suppliers, pharmaceutical companies, donors, and advocacy groups.
    • Coordinate stakeholder meetings, workshops, and focus groups to gather input and feedback on project initiatives.
    • Provide regular updates and reports to donors and stakeholders on project progress and impact, demonstrating accountability and transparency.

 

  • Operations Management:
    • Oversee the day-to-day operations of GRC, including staffing, facility development and project deliverables.
    • Develop operational policies, procedures, and protocols to ensure efficient and effective service delivery in compliance with regulatory standards.
    • Collaborate with healthcare professionals, administrators, and support staff to optimize project operational processes.

 

  • Quality Assurance:
    • Establish quality assurance protocols and performance standards for service delivery within the rehabilitation center.
    • Monitor and evaluate program outcomes, client satisfaction, and staff performance to ensure high-quality care and adherence to best practices.
    • Implement continuous quality improvement initiatives based on feedback and data analysis.
    • Seek accreditation from relevant healthcare bodies, adhering to clinical practice guidelines.

 

  • Community Impact:
    • Assess the project's impact on the Gaza population, including improvements in access to rehabilitation services, quality of life, and social inclusion.
    • Collect feedback from beneficiaries and community members regarding the perceived effectiveness and relevance of the project's vision and mission.
    • Foster community engagement by capitalizing on local capabilities and resources, developing outreach programs, and educational initiatives.

 

  • Team Leadership and Management:
    • Recruit, train, and supervise a multidisciplinary team of healthcare professionals, therapists, support staff, and volunteers.
    • Provide guidance, mentorship, and professional development opportunities to staff members to enhance their skills and competencies.
    • Foster a positive and inclusive work environment that promotes collaboration, innovation, and excellence.

 

  • Sustainability and Scalability:
    • Evaluate GRC's sustainability and scalability in achieving the long-term vision and mission of the rehabilitation center.
    • Develop and implement strategies to ensure GRC's continuity and expansion beyond the initial phases.

 

  • Adherence to Values and Ethical Standards:
    • Comply with MAF’s ethical principles, humanitarian standards, and professional codes of conduct in all project activities.
    • Monitor ethical dilemmas, conflicts of interest, and adherence to human rights principles in decision-making processes.

 

  • Innovation and Continuous Improvement:
    • Identify and implement innovative approaches, best practices, and lessons learned to advance GRC’s vision and mission.
    • Review and adjust project strategies based on performance data, feedback mechanisms, and emerging trends.
    • Implement state-of-the-art medical and information technology systems, ensuring interoperability of electronic health records (EHR) and other systems.

 

  • Organizational Culture and Team Engagement:
    • Work closely with MAF’s team on project implementation and budget, while ensuring alignment with MAF goals and objectives.
    • Recruit and train a skilled and diverse workforce, providing comprehensive training programs and ongoing professional development opportunities.
    • Cultivate an organizational culture that fosters commitment, motivation, and engagement among team members towards the project's vision and mission.
    • Measure team satisfaction, morale, and sense of purpose in relation to the project's overarching goals and values.

 

Requirements:

  • A bachelor’s or master’s degree in healthcare, public health, psychology, social work, business administration, rehabilitation sciences, or a related field (an MBA is a plus).
  • Extensive knowledge and experience in physical rehabilitation, disability inclusion, and mental health care, especially in conflict-affected areas.
  • Minimum of 5 years of experience in project management, preferably in the healthcare or rehabilitation sector.
  • Strong understanding of disability issues, rehabilitation principles, and best practices in patient care.
  • Proven track record of successfully managing complex projects from conception to completion.
  • Excellent English and Arabic communication, interpersonal, and negotiation skills.
  • Ability to work effectively with diverse stakeholders and multicultural teams.
  • Proficiency in project management software, Microsoft Office suite, and other relevant tools.
  • Proven track record in fundraising and donor relations.
  • Commitment to ethical principles, patient-centered care, and social justice.
